What Is This Pest?

I looked closely at my plants leaves and saw a tiny white looking worm crawling around. It is not transparent it is milk white. Then a few days later I saw my leaves losing color in certain spots. Here is a pic you can't really see the pest but its there. I have already sprayed a few times with no success. Next I want to try neem oil but want to see what you guys think first. The pest is on the second leaf from top next to the vein of the leaf I put a black arrow pointing at it

Should do. It contains spinosad so I'm guessing it should work.
