What kind of bugs are these?

I recently have taken my lavender and couple other plants from my garden inside because of a cold front that came through. After a week I've noticed these little black bugs on the lavenders and a couple on my cannabis plants. What are these and are they harmful? I think I saw one fly if that helps.

Some kind of aphid I think. Black bean aphid maybe? Black pecan aphid maybe? hard telling.
