What's this on the roots?

I'm curious as to what these small balls are that have appeared on the root system of a youngish plant. If someone could shed some light on what this is, it would be much appreciated.

Okay I'll give it ago when the lights are back on. If so, is it safe to remove them with tweezers?

Not quite sure what it was to be honest. Wasn't hard. It was soft, kinda like a slime of some sort.
