Yes they have holes in bottom they drain well I have them under 1000 watt mh dimmed on ballast to 75% about 3 1/2 feet away from plants is that good or should light be closer I just don't want to burn them?Does the bottom of your solo have holes?. It depends on strain and light I would let em ride a bit longer I'v keept plants in solos for months but I would say give em a week you just want the roots to be strong enough and we'll developed before transplant
That rule applies under such a young clone?Put your hand at the top of the plants with the back of your hand facing the light. If it feels hot after, I'd say, ten seconds, then the light is too close. So long the soil is adequately moist you should be able to pop them out of the cups and take a look at the root structure. If they've made a decent root ball, transplant. If they haven't yet, wait another week. Easy enough, won't harm them or cause stress as long as you don't manhandle them and destroy the shape of the soil.

You don't think it's to much light for them to handle?
MH's can get really very warm! I would dim down to 25%-30%, wait a week then check-in and see how they have responded! Then you can adjust accordingly.
