When should I transplant plz ???

When should I transplant ? They are currently 4 weeks old in 1.5L pots .400 Gal? I’m currently growing in a 60cmx60cmx90cm tent so I can’t go too big as it’s all I can fit in my bedroom I will probably upgrade to a really tall tent but still 60x60 width as that’s all I can fit.

to me every where there is a leave there should be a branch growing there too and you could get something like a mars hydro 600 there about 60 dollars unless you live close to me lol
