Had a Vet take a look at my garden today and learned the real cause of all of my problems.
It seems like the white insect that I was calling myself fighting is really white mold. Which is wet attack my seedlings in the germination stage and also is attacking the ceilings I have now. Which causes them to stunt growth, takes longer and dwarfism. They prepared a concoction of baking soda, neem oil, one more thing. To be sprayed on plants with neem oil baking soda what is put together just right on the plants. the other concoction is just hydrogen peroxide

If you are getting mold, you should investigate getting better ventilation or lowering the humidity... or both if possible. Is this indoor or outdoor? Be careful spraying stuff on your plants as some can cause damage if applied at the wrong time.
