White Substance UNDER Leaves Help

Hello All-

I am starting to lose lower leaves on my four week old White Widows and there is a white crust underneath the leaves. I am growing in Ocean Forest and I have not added any nutrients. I cannot find any documentation online about white UNDER the leaves...can someone help?

Can you get some clearer pictures, does it scrape off, is it also on the stems?

They were mites...I sprayed and they have disappeared. Thanks for the response!
