This is about rewording and amendment of statues voted on in legislature not about props voted on by the people.

I did and this is about the power and proscesses of legislation under the state consitution. It has nothing to do with citizen votes.

I made a statement that you dispute. I said that there are some propositions that the legislature cannot change in any way via vote (constitutional) and some it can. I have supported that assertion using the very sources you've pointed me towards (thanks!). Based upon Article 2 of the California Constitution, it appears that my assertion is quite true.

I gave you the link to the article of the constitution as well as quoting the specific text that supports what I was told and subsequently repeated. If that's "believing what I want", then, ok.

We're finally in agreement on something. It's over, and probably wasn't worth anyone's time to begin with.

That said, here at my parting thoughts: The fact is that growers, or even the counties dependent on the trade don't add up to diddly-squat. 6,000 (total) vote diff for the counties listed below while the prop failed by about 700,000 votes. A drop in the bucket at best.

19 Legalize Marijuana in CA, Regulate and Tax for/against
Humboldt 17,702 46.7% 20,130 53.3%
Medicino 14,889 46.7% 16,963 53.3%
Trinity 2,254 40.3% 3,327 59.7%
34.8k 40.3k

If you think it didn't pass because it wasn't grower-friendly enough, you're high. The true MJ supporters/growers are much too small of a voting block to make their concerns matter much. The measure did get 33% approval by the over 60 crowd, which surprisingly, over-represents what was expected from them. The next prop will likely have to give more concessions (read: more regulation) to ease the concerns of the old folks.

Truth is we hurt you pro 19ers bad and you know it! More consessions! yep bring em on and lets vote on it again! LOL! Less is sometimes better! CCI or no legal pot in Cali !

Section 5: Amendment
Pursuant to Article 2, section 10(c) of the California Constitution, this Act may be amended either by a subsequent measure submitted to a vote of the People at a statewide election; or by statute validly passed by the Legislature and signed by the Governor, but only to further the purposes of the Act. Such permitted amendments include but are not limited to:

The people, through initiative, or the legislature, through bills, can amend this Act, but only to better define what we said this Act was about in the Purposes above, or to…
(a) Amendments to the limitations in section 11300, which limitations are minimum thresholds and the Legislature may adopt less restrictive limitations.

(b) Statutes and authorize regulations to further the purposes of the Act to establish a statewide regulatory system for a commercial cannabis industry that addresses some or all of the items referenced in Sections 11301 and 11302.

(c) Laws to authorize the production of hemp or non-active cannabis for horticultural and industrial purposes.

The figures are from the official CA.gov site. Which (podunk) county are you referring to?

LOL -It doesn't really matter who you know, 60+ yr olds are, statistically, the least likely to be smokers and are the largest voting block. 2/3 of them voted no. Still, and this is significant, that voting block carried more support for 19 than was expected. The group that under-performed was the 30-40 group (with kids). And, as usual, young voters didn't turn out.

The reason it didn't pass isn't from lack of support from older smokers, the vast majority of them have NEVER smoked (cite if challenging), or even more far-fetched, because there were 700,000 growers who were scared of Monsanto and big business. LOL ... 7000 maybe.

Growers are statistically insignificant. And no one cares about growers' interests except growers. Prop 19 lost by 700k votes. So whoever puts up the next bill doesn't need grower support, they need votes from law & order types who still suffer largely from reefer madness - the biggest group being older non-smokers. That's who they'll be trying to appeal to more next time around.

I'll support CCI and any initiative the furthers the cause of ending prohibition, but I think it's a hippie pipe-dream to think you could get the votes to pass it without concessions.

BTW, you can thank the Yes on 19 folks for getting 1449 signed. It was the oppositions attempt to undermine, or reduce support for, Prop 19. So in reality, it did force this compromise from the legislature.

My grand Mother was a pot dealer in her 90`s.All of her customers were over 50yrs old! You`d be suprized just how many older people smoke mj! Most don`t relate to the younger crowd and would`t consider trusting anyone under 45-50yrs old.I helped deliver for her when she was sick and she would tell me later they complaned about a younger person delivering there pot to them! They liked me but never really trusted me.

In a study by AARP 87 % of members agreeded that medical marijuana should be legal in America. This study was a rare glimps into the minds of the elderly in regards to marijuana.

Now you can see things anyway you want to,just doesn`t make it true! Fact is prop 19 went down in ashes and making more consesions won`t bring it back! Best efforts would be to spread medical marijuana nation wide and lower the penalty for recreation when ever the opertunity comes up.At some point it will be legal altogether!
