My thought was that first light is gonna be at about 530 am when I start flowering. So I will let that be the start of my 12 hour cycle and cover the hoop house at 530 pm. Then uncover later that evening so I get good airflow and don't have to get up at 6 am and drive over and uncover it every morning.

That's how I've run my light deps the last several years (as do pretty much all my friends here in Mendo). I cover at 5:30pm and then uncover once it is totally dark outside at 9:30-10:00pm. As long as you make sure you are covering 12 hours after sunrise, you will be fine. Being at the garden 4 hours apart instead of 12 hours apart is a heck of a lot easier in my experience, especially if you have to drive to get to your garden. Uncovering the dep house once it is dark allows all that extra moisture from the plants transpiring to escape as well. Heat build up in the covered hoop house at the end of the day usually is not a big problem in most climates, but it certainly wouldn't hurt to install and exhaust fan to run while the hoop house is covered as Bulldog recommended. Or try to position the hoop house so it gets shade at the end of the day - mine go into shade right at 5:30 thanks to some nice big oaks on the West side of the garden site. Using a dep tarp that is white or reflective on one side can help a lot too. It heat is a big issue, you could do the opposite cycle as well - cover at like 4:30am and then leave the tarp on until 9:00am or so, but I know I certainly don't want to be up at 4am every day.

I wanted to get some lights that string out over the entire middle area of the hoop house to keep them from flowering. What is the least amount of light to keep them from flowering and what is the most cost effective way to do this

It doesn't take much. I lit mine in the past using a single 4 foot, 2 lamp T12 shop light per a 12' x 12' area.

I got two fifty foot extension cords that connect with each other and has a light socket every ten feet. I got the 125 watt fluorescents that use 32 watts of electricity. After reading this I might go back and exchanged them for 60 watt fluorescents

The cherynoble I had was the worst larfiest stuff I have grown in 3 years since the pure sativa mango. Water down train wreck taste with a lot of crystal production I could smoke an eighth of my stuff and barely feel high. I felt the same about jilly bean.
