Northern lights Auto taking long time

I planted this autoflower Northern lights in the beginning of March and here it is the middle of July still waiting for it to get the buds looks like they're forming but they are taking a long time anybody know what the possible issue might be because it is taking so long

That plant look starved….. food or light but lacking in basic care
