6 Strains same problem ? NEED HELP

Hello people I need help. These seedling are almost on their 30 day mark and clearly I'm having issues.
But I don't know what kind, Iron, overwater ??? What is happening ?
Following information for these babies.
Bubbba Kush - 17 Days
Auto Amnesia - 16 Days
Bruce Banner - 24 Days
Fat Purple - 17 days
Hawaiian - 17 Days
Purple Skunk - 17 Days

Indoor Grow Under Coco+ Perlite (Mother Earth)
3 and 5 gal Fabric Pot
Veg Stage
Tent its a 5x5 Ac infinity
SpiderFarm SE7000 730W (at 16inches)
PPFD now at 555
AC Infinity 6In Carbon filter \ Fan ok
Temp 72-85 (we did drop to low 60 this week)
RH - 60 to 75%
PH - 5.9 to 6.1 (reservoir)
PPM - 400
Nutrient Sensi Grow Part A part B at 1/3 of recommended
No pests.
If Anyone can give me some light this would be greatly appreciated.
Maybe is worth noting all the seeds were from PacificSeedBank.

Until they get 6-10” high all they get is fluorescents. Water half as much as you want to. Every time you want to water, burn one and forget. Save the water for later. They appreciate a moderate level of neglect.

What are you using to measure your ppfd? If it's a phone app or a phone app / lux / conversion I would say it's out of calibration by a massive amount. 500+ ppfd on that small of a plant would have completely roasted them in just a few light cycles. They would be all but vapor. They will come back if there photos. And more than likely make for a good grow. Any genetics that have hung on to life with missteps like these will do ok. If any of them are auto flowers that could be a issue.

Starting seedlings in a large pot also slows growth.
No, it does not. Over watering does though.
I love starting in big pots because they usually don't need water for almost 20 days and they just grow.

20 days if your doing in soil correct
Coco it’s a diff story
