Are these plants looking deficient?

Hello, these are 16 days old from seed, are they looking good or deficient? I feel like they are dropping slightly and are growing leaves but not any height.

the plants are in jiffy’s which have been transplanted to soil, nothing in there other than that.

What's the media? What light/dimmer/height? What/how much have you fed? How often and how much are you watering? Do you have ample drainage holes in the cups? Did you cut or remove the fabric from the Jiffy plugs when you transplanted?

It’s soil, light is dimmed to 400 on a 18/6 around 25 inches from the plant, water every 3 days, i water untill there is a good amount of run off, first nute feed was yesterday at half doses, each cup has 6/8 holes in the bottom and the water drains quite well, jiffy pellets fabric was removed when I transplanted. I’ve also put the cups into a fabric pot so the sides are covered and no light is disturbing the roots.

"Over-watering" is about watering frequency, not volume. In soil, I water to run-off, but only when the pots are very light. Just for perspective, I run seedlings under a 25W T5 at six inches from the tops. It's probably less than a quarter of the light you're using, currently. Lots of ways to grow. That's just what works for me.

This is right on the money!
Make sure you let them dry right out before you water or feed again. Not on a 3 day schedule.
I have to run my old Mars 300 at least 24" above seedlings. You could keep your light 30" away at all times. Don't push!

What Nutrient did you give them. 1/2 dose. NPK on bottles.

It will be interesting to see if the Bio Biz / Grow, works with a straight peat mix.
It is designed to be used with there living soil potting medium that is full of microbes and other good things that break it down into plant
available nutrients. I don't know if it has been predigested and already plant available. You will know pretty quick. If your plants green up and grow it is likely predigested and works in a peat based potting medium.

I have a dedicated seedling area, separate from my veg tent. Plants are usually there for about four weeks from seed. While they're there, they're under the little T5 24 hours a day. I manage the intensity with hanging height. Once they move to the veg tent, I'll start them at 25% of whatever my finishing wattage will be. It's a bit of a guessing game, especially when running new (to me) genetics. I basically use the plants as light meters: flat, level, and green = happy with the light level. Praying an hour before lights out = more, please. Twisting, edge curl, canoe-ing, taco-ing, and any color other than green = turn it down.

As you can see. My indoor grow space is very limited.
My Veg space 2' X 2' X 40" tall
I really prefer to Veg my young plants under 15W 6500k CFL bulbs.

As the plants get a little larger I change to 23w 6500k CFL bulbs.
as they have a little more punch.

Then switch to the Mars 300 when I move them to my flowering space.
Also 2' X 2' X 40" tall.
I love to practice the art of LST and or Mainlining.
Currently learning the art of Cannabonzai.

Just thought I'd throw it out there.

Really useful, thanks, I’ve got some new pots arriving and may start again.

I also let the plants tell me what they need (or want, maybe). For young plants, in addition to what @ArtfulCodger mentioned, I watch the length between nodes. Long lengths can mean the plant wants more light.
