Might be the tiny inch worms. I've got them and spray with BT occasionally. You probably won't see the moths or worms 'cause they're so small. But about a month ago I found a variety of them before spraying.
Pics are of the worms and moth. Moths are about a quarter inch long and the worms about 3/8".

This one I think is bud worm nasty one must die so it’s squish time or bt them
 
I've pulled a few worms twisted up in some leaf tips already too and one cocoon .
Chicken dinner right there! 👍 Look for curled or folded leaves or maybe leaves that look like they are stuck together like wet leaves might be. I see anything like that I don't bother looking. I squish the fuckers then peel the leaf back and remove it. They can use their "silk" to move vertically a little like a spider. I find them early morning before they are on the move. They like to live in nice big flowering tops so best to deal with them asap. I've lost some nice bud to them before. I have a small orchard in my backyard so we have plenty to go around. Might take a few applications of BT to quell them. But I do have an unusual situation here. Just be vigilant.
 
I appreciate you posting this because it motivated me to go take a couple pics of the worm damage. As I was looking over the GDP I found evidence a couple more. One spot it had already moved on. The other had not been eaten on. I felt two when I squeezed so perhaps mating. Idk but I do know they are history. I have a couple of pics but forgot to take one of the leaf damage like yours.
