If you want to replace that foil in a pinch, you could go grab a pack of white printer paper and stick that to your wall, may have to go two sheets thick but it will reflect that light a lot better. Mylar blankets at Walmart are also pretty cheap. Find them in the camping section.

    You should be able to neutralize chlorine and chloramine with vitamin c (ascorbic acid). I believe its 1 gram per 55 gallons. It will lower PH some so be aware of that.

    Persimilis mites will control spider mites, but you should get them now so they have 3-4 weeks to knock the population down. Should work fairly fast, but give them time to be sure. There are other options but these are rather cheap compared to many other options.

    Does this happen on new growth or only old growth? Is there any pattern you could identify regarding the damage? I lean towards disease/nutrient issue rather than pest since the damage looks very semmetrical on the leaves. Pests are usually not very judicial about how they attack a plant.
