Should be fine to recut scar and dip. I e never rooted in a glass of water so I'm not sure what's up there. But try rockwool or rapid starter plugs. Or even just right in to dirt. I'm sure it needs more air.

Seen a video on YouTube. Aloe from an aloe plant squeezed into some water supposedly works.
