here are my thoughts
every watt puts out heat
250w will put out 250w of heat
if you are running 300w of cfl then there is 300w of heat there
HPS are very inefficient
a 250w hps @ best is putting out 75w of usable light....the rest is pure directed heat
so 250w hps is actually less effective than a 4 bulb T-5
one of the fantastic reasons why new COB LED's are so hyped is because you get more usable light out of the same wattage
a 250w led COB array may get up to 150w of usable light
yes CFL's are even more ineffecient
but with every light source...you dont want max light in VEG
you only need max light in flower
your CFLs can be raised just like any other light source
and when the flowers begin to develop you then slam your lights down as close as possible without light/heat burn
as for defoliation
anything after day 14 of flower will have diminishing returns
remember
defol isnt for everybody
in the case above I would only selectively defol....*mostly large fans blocking lower bud sights*
as for longer veg time
I believe Event is directing him to open up his plant with scrogging to get as many tops as possible
this is a perfect technique for low budget lights with very little depth penetration
allowing many tops to recieve max light
the longer you veg and train
will allow for more tops

Yea COB would definitely be the way to go for him heat wise but wouldn't a 250w COB be quite a bit more expensive than an open hood 250w HPS? Honestly I'm torn between going with CMH or doing a DIY COB setup for my next upgrade..
I knew that he was going to scrog just wasn't sure if that would've been too much veg time still.. I know RDWC is a totally different system (which is why i said i have no soil experience haha..) but i veg'd my last round for 4 weeks from clone and there was probably 3' of unusable growth/stem under the scrog canopy.
