First grow, just wanted to ask a quick question

I have these three seeds and two of them have started germinating the third one hasn't yet and it's been already 89 hours or a little under 4 days should I wait more or should I put another seed in a cup of water just in case this one doesn't germinate


Also when should I plant them? Once the roots have reached 2/3cm (1 in) or earlier?
And since I'll be growing outdoor how long should I wait once planted to bring them outside under the sun?
