Hell yeah it does! Even my girls in the white grow bags are feeling it. Soil mass is really THE best way I've seen/found to deal with high heat.

Wood raised beds with at least 2 inches perlite help fight the heat big time. Or smart pots burried half way then dirt mounded around them.
