Help building my setup for my specific climate conditions

Hello, I’m planning on building an indoor setup to grow around 3 plants. I’m planning on buying a CoolGrows 48"x48"x80" grow tent. Then, I would like your suggestions regarding lights, aeration and any other factor you consider relevant based on my climate conditions. What else is essential for my grow?

I live in Lima, Peru. It is a kind of tropical climate. Summer is around 56% RH and 27-29C on average. Humidity goes up to 74% in the night. In winter, RH is almost always 70-80% and on average 77%. Temperature goes down to 19C and up to 13C. My grow will be in the terrace inside a room with a metal roof (metal roof makes to stay hot or hotter in summer)

Also, I’m in a budget, so I would like to pay the best for the money. I’m not looking for bad-ass grows. Just something pay for the most efficient, most productive set-up.

Why do you recommend that? I'm new to this. I can't infer why you make X or Y statement.

As a side note:
I’ve seen that LED lights are a good investment on the long-run because they have the least electricity cost, are full-spectrum and last a lot longer. I believe I can use the LED lights in the summer and other type of light that produces more heat for winter. In this case, I avoid the use of an inline extractor fan or something that prouces hot air.

Does anyone know if this type of lights work with a 220V input (https://www.amazon.com/dp/B01MT2SGER/ref=cm_sw_em_r_mt_dp_U_osYLEbJZYCPG7)?
