Do not add any fertilizer prior to planting. The promix should be good for 3 weeks or so. The 10-10-10 will be fine during veg. Yes, water the soil a couple days prior. Are you planting directly in the soil or using small containers (solo cups) then transplanting? Once you begin to see signs of flowering then change over to the flowering fertilizer. The plant doesn’t need as much N in flower. My last outdoor grow was in native soil, volcanic ash in a floodplain, I used 15-15-15 the entire grow.

I'm taking pro mix and putting bone meal compost kelp meal bat guwna worm castings in it first then use it next grow

Why would you have a carbon filter for air being drawn into the tent? Their purpose is to keep the exhaust odor down when plants are growing. Carbon filters last as long as they last. Could be six months, could be over a year, varies a lot by size and quality. When the exhaust air smells like weed, it’s time to replace or refurbish.
