How many 1000watt lights

Simple question really. How many 1000 watt lights can one use without drawing attention to himself. Keep in mind that this will include all the other wattage to run a promo hydro setup. Thank you in advance for the much needed advice.

Depends where you live. I know guys that have power bills of 500 a month with no problems. Which is 6000w flip, with a 3 ton. My medi just got a 3800$ power bill, but no worries there.
