Is anyone here familiar with Sugar Express from Miller? (4-10-40)

It's a foliar feed designed to be used "at fruit set or 30 days prior to harvest." I was wondering if I can apply this to my cannabis plants as a soil drench for a quick and easy boost during flower.
These are the instructions on the package:
If I do maybe 1.5 tbsp per gallon water, would that be a safe method to soil drench?

- Evenly spray at a rate of 30 – 45g per 3.8L (2 – 3 tbsp per gallon) every 7 – 10 days.
If I do maybe 1.5 tbsp per gallon water, would that be a safe method to soil drench?
