Re-potting

When moving plant to a larger pot I typically try not to disturb roots. Is this correct ? I've been told I should take a a razor blade knife and make a few diagonal cuts to the root ball. Please educate me.

you only need to cut the roots if seriously rootbound as this allows them to start expanding again quicker.
