Runt and leaves drooping - help pls!

Hi, ive 2 3wk old tropicana cookies auto plants and one is very small and behind. Why would it be so stunted? Potted both as seeds and it just remained a runt. Think i stunted it through initial overwatering.
Leaves currently drooping, maybe overwatered again! 0.5L theough the pot of 11L.

Not sure whether to keep it or just start another as i dont want to waste space on a plant with a tiny yield.

Any advice appreciated,

It does look very wet, but each plant is different, it may have a growth spurt and catch up. Looks pretty good IMHO.
 
They look a bit overwatered. Let them dry back, and at the very first sign of wilting (or if the pots feel extremely lightweight compared to freshly watered), then water to about 10% runoff.
 
Autos are so temperamental it happened to me I road it out wasn’t much but very tasty good luck

Is that tube on the floor a heater? If it is, what brand is it? I need something safe in my 2x4 tent.

I believe the brand is 'Greenbrook' - its a 2FT heater and heats my tent along with the MH LED at 50% to around 30C so well more than enough (tent is 2x2x3ft)
