I think you're definitely right about Federation seeds being bullshitter's. I recently grew out their Romulan after wanting to grow it for yrs. What a letdown that was, lol. The taste did nothing for me, and was not piney at all like I thought it would be. It had good potency...but overall boring imho. I've read that after Fed was busted and lost their original breeding stock, they had to work with just the seeds they had...that's probably why their version of Romulan is a shadow of it's former self.
I have some Next Gen Romulan in early veg right now so I'll see how that goes.

I thought they may be different because I'm pretty sure the guys from Next Gen split off before Fed was raided and lost their romulan mother plant.
It is still a bit too early, but so far the fan leaves on these NG roms look different than the Fed's did. The NG leaves look a bit more indica...whereas the Fed's leaves were a little thinner and had sharper serrations.
