best to use whole fish, and it first starts with making a lactobacillus serum.... rice wash and all that...
once you've got your lacto, you puree the fish whole or parts in a blender...
you want a beefcake 500W blender or cut the fish into chunks first...
look at your blended fish... add about 2x that much water(non chlorinated as usual - think of the microbes)
also add in about 1/3 of the fish worth in sugar(unbleached) or raw honey...
add in a couple good tablespoons of the lacto serum... like 2-3 per liter or so
again, blend this all as fine as you can. crush the bones as best you can
pour it in a container and keep it loosely covered.... a balloon on top works, but you've got to release the gas manually
I have a chamber with a waterlock and a carbon filter.
I also use it to make my own ferts from decomposing dynamic accumulator plants
(current run of "juice" but pics are from sept 11th)

Now fish takes over a month to be ready, but you know when it is cause it wont smell anymore... almost no smell at all... only vinegar-ish.. in-process its a very very strong odor.
at this point you can strain out any remaining bones or scales for the compost, put it in its final container and loosely cap it.
DO NOT COMPLETELY SEAL
wait for it until it no longer makes any bubbles then you can cap it up tight.
