In my experience, using 600's and 1000's with various hoods, and a light meter, I had to keep my hoods at a certain height to achieve the foot print I wanted. The foot print seemed to be created by the hood, and lowering the light would only reduce the foot print, greatly reducing the light to outer edge plants.
So reducing the wattage would only reduce the PAR or lumens because I would not be able to lower the hood. If you can lower the hood, then why not flower with a 400 the whole time?
And as I said GPW may be OK for you. Most growers like to use GPW to see if they can yield as well as others. But if you want to get technical, it still is a crappy way to measure your garden and progress. If every cycle you clone, veg and flower for the same exact period great. But what if you veg 10 days one cycle and 20 days the next cycle. What if you change from 600 to 400 6 weeks in. GPW really doesnt help.
You need to calculate the KW used and how many days vegged/flowered for a true analysis. Otherwise you could just say, last harvest I hit a pound, this harvest I hit 2 pounds
