FYI, 28* sounds super duper high for your rez temps - probably wanna lower that about 10 degrees, in all honesty.
Also, those plants are gonna start needing a lot more intake/exhaust when they get larger - twice a week is nowhere near sufficient for air exchange, IMO.
And not to be a Debbie Downer, but 70 ounces off of 2 400s would be a ludicrous yield - I'm all for being optimistic, but that just sounds ridiculous.
I'll be happy to get 70 ounces my first run off of 4 600s (and our systems are pretty similar), to give you a frame of reference.

my grow room is 2.5 meters in diameter
2 meter in height
my technique is a recirculating dammed flooded tube NFT in a coliseum style grow
im using 2 x 400watt HPS currently 12/12
(growlush ballast/phillips son-T-agro HPS bulbs)
top 250mm exhaust fan LARGE (unsure of the cfm)
bottom 250mm intake fan SMALL (unsure of the cfm)
4 x air stones in the reservoir pumping 800 liters of air per hour
i have a temperature bulb in the reservoir set to 28 degrees constant
my water pump is recirculating 2200 liters per hour
i flush every other week with 6.0-6.2ph
mix nute's and hormone growth with tap water
the actual grow room is recirculating the same air
to take advantage of the natural co2 generated during lights off , very isolated from the outside world
i change the air twice a week
my nutrients are a local brand HYDROBOTANICS*
i was told not to be fooled by the flash advertisement
and to stick with the nutrients best suited for my country(s)/temps/humidity etc....
