I think you are missing the fact that he can only work with 99 plants and wants to achieve 100 lbs. If you wanted to try and grow 100 lbs with 60 lights and 99 plants, you have to attain 1.7 lbs per plant. That isn't a safe bet. You're better of betting on 1 lb per plant per light.
I think this is a great discussion, because this should be the goal of all the farmers here on the site.
But I would like to set the expectation straight for anyone reading this, because it's a great business concept/problem and there are tons of folks out there who can afford to attempt this. They simply don't because they don't have all the details. Who wouldn't invest in a $300k business, if they make their money back in 4-5 months? Especially if it's all within legal plant limits? I think every rich prick out there would be doing this if they knew the details and how to pull it off. By the time a federal investigation even begins, you've already doubled your money and your attorney fees are only $350 an hour. But with 99 plants, the feds won't even get called in.
To stay within the 99 plant limit and harvest 100 lbs, you'll need $300k and a 5000 square foot warehouse. Every one should do this, period.
