Those look like springtails to me like we-solidarity said. My plants look like that when to much food in the soil. Like sea maiden said. When I water and my ph runoff is lower it's usually a sign of nutrient buildup for me.

Gotta confirm overwatering on this one. I literally today am letting a handful of plants dry out. They have that exact same growth as you pictured. Only 4 plants out of 60 showing symptoms u pictured and they happen to be the only four who's grow bags never dry out. The rest do.
