Always start at the low end and slowly work up 3-5k every few days to a week paying attention to plant response as this is only a rough guide.
You will find they kinda grow into the intensity and adjustments are not as frequent as you think

It's doesn't matter where you start just move the light to a height where you are getting good even coverage... probably around 18 inches. I think that phone sensor is a bit off. Go old-school. Set it to 20inches full power and see how the plants respond after a day or 2. But leave it there don't flip flop so you can get an idea. I can't find any par map info on that light
