The light is 22 inches from the canopy at 13,000 lux 40% light

So i put the light at 30 inches and adjusted the intensity and i got to 90% and its only at 20,000

I didn't leave it there. I put it back to 40% and left it at 30 inches
What setting did you put it on? You can use halogen.
I can't remember now. But i hve them at 40% right now what i originally had it at doing good. At work right now. I do remember trying the halogen one and both meters were testing good. I will use that one when i get home and set it according to it. DLI and lux were good on halogen setting.

Oops should have said can't use halogen. Use 3500 and should be more than accurate enough. Just for guidelimg purposed.

Thats what i an saying. I do know for sure last night i used multiple settings for the meter. But i settled on what you suggested. I used the 3500 setting and i had the light up to 90% and i had to put the meter 16 inches away from the light just to get it to register 20,000.
 
I think my light might really suck. This is frustrating. Either it sucks . Or i am doing something wrong.

Your light does not suck... its strips so they are designed to run closer and that's a good thing. Much less light is lost to light bleed. They just need to be used with that in mind. Test it at 12" at 100% I'm betting about 60-70k ish.

Just take readings over the canopy and try to keep them even. They will vary and that's just a fact but if you can keep the within about 5-10k lux your doing good.
